In Russia M-11 will be the first 1A category highway.
The new Highway will connect Moscow and Saint Petersburg in 2018. ICA Company is carrying out the construction of Sections 7 and 8 of M-11.

Geography
The Highway will run from Moscow Ring Road across the territories of Moscow, Tver, Novgorod and Leningrad Regions to Saint Petersburg Ring Road.
ICA Company is carrying out the construction of Sections 7 and 8 of M-11: from Saint Petersburg through Leningrad and Novgorod Regions to Myasnoy Bor settlement.
Objects
M-11 will provide traffic without traffic lights bypassing all residential settlements.
A traffic interchange of M-11 and the Ring Road will be constructed in the close vicinity to Pulkovo airport. The interchange will provide a traffic link with all districts of the City through the Ring Road and WHSD (the Western High-Speed Diameter).
M-11 will pass under the existing railway. The tunnel construction at km 677 of the Highway is performed, without relocation of the tracks and closure of the railway traffic. The main task is to ensure the safe movement of trains. During the work, there is a constant geodetic monitoring of deformations of the railway embankment and tracks in the construction zone.
Izhora bridge will be the longest one in the section. Separate decks will be constructed for each traffic direction.

The connection of M-11 Highway and A-120 Magistralnaya Highway will be arranged as a separate interchange. The interchange consists of 3 overpasses.

The construction of Sections 7 and 8 of M-11 Highway will be completed by the end of 2018. The concession-based operation will be during next 23 years.
Environment safety
M-11 is distinguished by an unprecedented high for the Russian road industry attention to the environmental issues of the project, safety and comfort of drivers.
The Highway will be equipped with the central traffic control and management system. The system will collect information on the traffic status, weather conditions, and will inform drivers regarding the road situation.
Rest areas will be arranged along the Highway. In addition, the design provides for illumination of the entire Highway and interchanges.

2 meter metal mesh fencing will be installed along the entire alignment preventing animals and people entering the Highway.
Wildlife passages will be constructed to let animals keep their migration routes.

km 545, 647 and 679 of the Highway.
Concession
M-11 is the 3rd Russian project implemented under the public private partnership in the form of a concession agreement.
Two Capitals Highway LLC, the Project Concessionaire, and Turkish-Italian Contractor, ICA Company, which took part in the first two public private partnership projects, are carrying out the construction of Sections 7 and 8 of M-11: from Saint Petersburg through Leningrad and Novgorod Regions to Myasnoy Bor settlement.
